Runway 15/33, Taxiway A, and the apron were in need of reconstruction caused by severe longitudinal and transverse cracking, rutting, raveling, and patch heaving. With limited state funding, the city tasked Bolton & Menk with providing a solution that would correct pavement issues while meeting the available budget. Bolton & Menk proposed the FDR process for all pavements to recycle the existing materials to provide a high-quality product at a substantially lower cost. Four inches of new bituminous surface was paved over the recycled aggregate base course. The FDR process allowed the city to rehabilitate Runway 15/33, Taxiway A, and the apron within the allowable state funding amount.
